Google To Launch Affiliate Network?

First it was Gbuy,a rival to Paypal (even thought they deny it:P),than now it seems Google is about to launch an Affiliate Network ala Commission Junction.
Unlike Google’s Adsense program,where it’s pay-per-click (PPC), and affiliate network would allow Google to serve Cost-Per-Action [CPA]adverts.
And yet it’s not paticularly strange ot unheard of,as Google already pays referral fees for Google Adwords, Adsense, Picasa downloads and Firefox installs.
